課程概述

貿易、投資與公共衛生之法律關係，近年來已成為國際經濟秩序中極為重要的新興課題。本學期將以菸草控制措施（tobacco-control measure）引發之WTO、雙邊投資條約(bilateral investment treaty) 與FCTC (WHO Framework Convention on Tobacco Control) 及其與地主國公共衛生規範主權之問題為討論核心。 

課程目標
 本課程期望藉由課堂討論，增進同學對國際經貿法與國際衛生法之認識與瞭解。 
課程要求
 1. 由同學選擇總論部份之相關主題，進行課堂報告。
3. 參與課堂討論。
4. 選擇特定主題，撰寫短文（short paper），先進行課堂報告。經課堂討論後，並以修訂版本作為期末書面報告。
5. 評量方式：課堂參與佔40%、課堂報告佔40%、期末報告佔20%。
6. 本課程必要時，將視實際修課人數與參與討論情形另外調整安排進度或教材。
